Each digits in the outer most circle is the sum of two digits in the opposite quadrant.
13 = 8+5
17 = 9+8
16 = 9+7
14 = 7+7
11 = 7+4
5 = 4+1
8 = 7+1
12 = 7+5
So answer is 17
