Solution:-

                          Each number in the bottom rows is the sum of the number above it and the previous number.

                  0 + 7 = 7 

                  7 + 2 = 9 

                  2 + 4 = 6

                  4 + 12 = 16

                  12 + 6 = 18

                  6 + 3 = 9

              So answer is  16
