Taking any series of 3 numbers in a straight line in the diagram, their total is always 19.
6 + 9 + 4 = 19
2 + 11 +6 = 19
2 + 16 + ? = 19 = 2 + 16 + 1 = 19
4 + 14 + ? = 19 = 4 + 14 + 1 = 19
So answer is 1.
